Internal Approver Management

If I can't find my Internal Approver when making a data request, what should I do?

The CDO / CDO Team Manager(s) of your selected CDO Team are in charge of managing the Internal Approvers, please reach out to them to add the desired Internal Approver into the list.

DataHive does not have any permissions to manage the Internal Approver list for the Agency.

There is no Internal Approver to select when submitting a Data Request, what should I do?

Please ensure that you have selected a CDO Team for your Data Request. The Internal Approver options are populated based on the CDO Team selection.

I selected the wrong Internal Approver for my Data Request, what should I do?

If the Data Request is in 'Pending Verification' stage, you can change your 'Internal Approver' by amending your Data Request.

If the Data Request is past the 'Pending Verification' stage, you can request to re-assign the Internal Approver directly from the platform. See Re-assign Internal Approver for instructions.

info

The new Internal Approver must accept the re-assignment request before the change takes effect.

Will existing Data Requests in DataHive be affected?

No, existing Data Requests will not be affected, and the existing Internal Approvers for said Data Requests will remain as-is.

Are all Data Requests for a CDO Team visible to the Internal Approvers?

The Internal Approvers appointed by the CDO Team can only see Data Requests that they are selected as the Internal Approver of.

Being an Internal Approver of a particular CDO Team does not give you oversight of all the Data Requests in the CDO Team.

Can we include other personnel as Internal Approver, e.g. Deputy Director-level, who will be covering for our CDO during his absence?

No. The Internal Approver (IA) has to be minimally Director-level or equivalent as mandated by the Standardised Data Sharing Form (IM8 Data Access and Distribution domain Clause 2.4).

Officers below Director-level or equivalent grade should not be approving data requests, even if they are covering the duties of their Directors. Instead, Directors should arrange for officers who fulfil the criteria to cover their duties to review and approve data requests.

The new feature in DataHive will also help ensure data requestors do not select Internal Approvers that do not meet IM8 requirement.

Can we appoint an administrative Internal Approver in DataHive, who is not of Director-level, to administer approvals on behalf of the Director? Data requestor will still seek approval from the Director in charge of the project, but outside of DataHive.

No. With reference to IM8 Glossary, digital data-sharing workflow refers to a system-based process which allows data requestors to electronically request data from an Agency. Such offline approvals by Director in charge of the project followed by in-system approval by non-Director administrator is not permitted.

How should my Agency determine which designations or job grades are at least Director-level (or equivalent)?

As organisational structures and grades may vary across agencies, MDDI will leave agencies to determine the specific grades within the organisation to be considered Director-level or equivalent. This can take into consideration factors such as how grades within an agency map to a Director-level or equivalent position within the Civil Service (MX grades). This can be determined in consultation with the relevant internal departments.

Will the whitelisted Directors receive any emails from system/DataHive when they are appointed to the list of Internal Approvers?

No, there will be no notification when Directors are appointed to the list of Internal Approvers. With reference to the Standardised Data Sharing Form (IM8 Data Access and Distribution domain Clause 2.4), officers who are at least Director-level or equivalent grade can approve data requests.

The new IA management feature is only to ensure requestors do not select Internal Approvers that do not meet IM8 requirement.
